In the year 2000, there were not enough Qualified Employees to meet the demands of Industry, which escalated Job Outsourcing Overseas (an Ominous Precurser to Today's Issues). These events contributed to Stock Market Uncertainty and Economic Decline.

Today, the AEF Development Project can avoid a repeat of the past as it Re-builds our Industrial and Economic Infrastructure by Advancing Education and Industrial Occupation Development.

For these reasons, we believe Wall Street and Consumers will look at this development project Most Favorably since it Benefits Business and Economic Development while Benefiting Employees with Real-time Occupation Advancement.

To Jump Start Industrial Recovery, we believe this Development Project should be accompanied with Additional Federal Policies and Industry Initiatives to push forward Industrial Development and Growth. AEF is Proposing the following, initiatives:

A. New Tax Incentives for Industry with New Research Grants and Loan Guarantee's that are targeted to expedite Industrial Modernization and Expansion of US Manufacturing. Specific Industries would be Targeted that are identified in Crisis.

B. A new Industry-wide initiative to Educate the Public with a Massive Consumer Media Blitz that will define the detrimental effects on our Economy if the American Consumer does not start supporting US Industry.

We believe that the combination of these Programs in conjunction with AEF Development Initiatives will convince WALL STREET that Industry and Government are serious about Education and Industrial Reform, which will in-itself Create Economic Growth, further Funding Industrial Modernization.
