ADDRESSING THE ISSUES
With a Continual Decline in our Nations' Education
Competence in Math and Science, AEF identified a Deteriorative
Phenomenon (Originating
Outside the Classroom, below) that is reducing our Student and Employee Occupation Proficiency and International Industrial
Competitivenes - Draining our National Economy as it Physically Jeopardizes
our National Security.
Until now, everyone has assumed the cause of
our Education Deficiency has been our Classroom Teachers, Student Discipline or perhaps The Students' Parents, however, the
Primary Cause of our Current Crises is none of these.
These Issues may be contributing factors but
the core cause has been our inability to adapt to World Change, primarly the Rapid Escalation of Technological Growth
and the requirement of timely dissemination of its uses in the Workplace.
The Primary Cause of this Crisis has been identified
as Out-dated Information Development, Approval and Delivery Processes
of our Student Classroom Textbooks that can not keep Abreast of the Rapid Advancements of
Technology - leaving our Workforce (and Businesses) incapable
of competing, Intermationally.
If left unresolved, this Evolving Crisis will
reach Catastrophic Proportions that will Force a Mass Exit of U.S. Industry Overseas with a Permanent
Loss of U.S. Employment (and Tax Revenue) as it Physically Undermines our National Security -

STRATEGIC POLICY
In response to this Crisis, AEF has Developed Comprehensive Programs that Addresses theses Issues and is establishing
a new Technology R&D Industrial Development Platform that Expands Education and
Expedites Dissemination of Escalating Technology - Building
Critical Education and Industrial Infrastructure.
The Development Platform provides a New Tool that will deliver uniform STANDARDIZED RESOLUTIONS to our most Critical National Issues, reaching-out to our
Students and Employees through the Internet - meeting the Rising Demands of Industry.
EXPANDING
PUBLIC EDUCATION
In Phase One
of AEFs Three Phase Development Program, AEF Provides Supplemental Textbook / Homework Tutorial Processes
that Interface with Classroom Activities.
The AEF Homework
Tutorial Processes provide a new means to Increase our Student Comprehension of Subject Matter without
interfering with Classroom Activities or Teacher Methodology.
Conversely, the Tutorial Program Assists the Classroom Teachers with Daily Testing and
Grading while providing Students with Tutorial Processes on Misunderstood Topics (Disseminated as the Students complete their
Homewotk Assignments) - Supplementing and
Expanding Existing Classroom Teaching Processes.
The
Tutorial Processes provide Daily
Testing with Audio Video Tutorial Presentations,
Literacy/Vocabulary Development and Advanced Occupation
Development (below). Optional programs will also be available that will Tutor Teachers on their Problem Topics, identified by Student Testing.
Classroom Textbook Content
will also be provided through the program with Language Conversion for
Immigration Students - Converting Students to English.
Notes:
The Development Platform provides a new means for Federal Funding that can Address our Public
Education Issue's without interfering with State Education and the Local School Districts
ability to select Textbooks and Govern
Teachers.
The Intellectual Property of the Development Programs prepared for Public Education will also be made available to Private Sector Teaching Institutions from Grade School
through College Level (Private Institutions Fund their Students Processing Costs).

With Technology
doubling every Two Years and not reaching our Textbooks for Five Years there is currently
a 25% Shortage of
Qualified
Employees for Industry that will increase to critical mass over the next Six to Eighteen
Months, Crippling Industry and Undermining

AEF Addresses this Issue by implementing a new Research
and Dissemination Program for Industrial Development that
identifies the Latest Advancements in Technology with its Specific Uses in
the Workplace, which are disseminated to Students as structured Textbook Supplements and to Employees
as Occupation Updates -
Accessed through the Development Platform.
This Development Program focuses on New Technology used in Specialty
Occupations (The New Growth Place of Employment and Opportunity) Required for
Industrial Advancement.
The Occupation Programs include Phase One Tutorial Processes with Literacy Development, assuring "Student"
Comprehension of Subject Matter and the Nomenclature of Specialized Occupations.
This Program will Reduce our "Student" Access Time to New Technology
with its Specific Uses in Specialty Occupations to less than Six Months, Three Times Faster
than any other Nation - Passing
the Competitive Advantaage to U.S. Industry.

EDUCATION
The Development Programs for Public Education will be delivered through the use of Laptop Computers with Wireless Internet
access, provided for ALL Public Schoiol Students, Nationwide - funded
by the Federal Government under this Initiative.

SERVICE PROVIDERS
As proposed, funding for this Project will be provided by
the Federal Government, (See: Presidential Intervention, Below) However, the Education Services provided for Public Education, described on this Web Site, Will Not Be
Provided by AEF.
The Education Services will be provided
by Competing Companies and regulated by the States' where the
services are performed. The service companies are not funded by the Federal Government. See: "Competing Service Companies", P1 Menu.
AEF will provide the General Management of the Project and the On-going Development of
the Education Development Programs.
