A SILENT EVOLVING
ECONOMIC CRISIS
Achilles' Heel
Today, New Technology takes Five Years to
reach our Classroom Textbooks, even though Technology is Doubling Every Two Years - undermining our International Industrial
Competitiveness and forcing Mass Employment Outsourcing and Production Overseas.
A College
Graduate today would not even be aware of Current Technology used in the Modern Workplace. In fact, Technology
would have increased by more than Five Hundred Percent without
Student Access - leaving our Students' and Employees' Totally Unprepared for the Rapidly Evolving
Work Environment.
This
normally Benign Phenomenon is caused by the Rampant Escalation of New Technology and Outdated Textbook
Approval Processes, causing an Information Gridlock precipitating a Rapid Deterioration
in our Employee Competence - requiring Industry to Seek More Qualified Employees Overseas.
As Technology continues to Expand Exponentially,
many more U.S. Companies will be Forced to move their Business Operations Overseas (or Close their
Doors Permanently) which would cause an Economic Decline - Unseen since
the Great Depression.
A loss of our Manufacturing Capacity will also undermine our National
Security, which would be required for Mass Production of Military Hardware - in the event of an expanded War.
Today,
we already have a 25% shortage of Qualified Employees that will increase dramatically within the next Twelve to Eighteen Months.

AEF has
designed Resolutions to these Issues, however, Full Implementation and Training will take Time we do not
have. Every year we fall further ann further behind as Technology Expands Exponentially. We must Start
Development, Today!
In addition to these Issues, there are other Related Issues that will Further Undermine
our Economy and Endanger our National Security (Below) if we do not Intervene
Immediately.
The Lack of Qualified Employees (with Knowledge of New Technology) is causing Business to move its Research
and Development to other Nations, which is draining one of Americas' Greatest
Economic Assets.
In the Year 2000, Eighty Percent of the Worlds' New Technology originated
in the United States, now, it is predicted that within five years Ninety Percent will Originate Overseas.
Historicaly,
we have always Shared New Technology with other Nations, however, are we naive enough to believe that other Competing Nations
will do the same, especially, if the Nations have Communist Governments? Already, we see Sabers waived in defiance by these Nations as their Economies
Strengthen.
Each
of these Issues are Targeted by AEF and must be Addressed and Supported by the Federal Government as proposed in this Outline.
We do not have the Luxuary of Procrastination.
The AEF Development Processes are neccessary to provide
our Workforce with Current Knowledge of Specialty Occupations that are Required for Industrial
Modernization (In the United States).
Immediate and Direct Government Intervention is imperative to avoid an acceleration in
the decline of U.S. Industry. Delaying action will cause Industry to lose even more Market Share that may not
be recoverable - further weakening our Economy.
In our Opinion, these New Legislative
Proposals are not simply options, they are Madatory Actions that must be supported with Immediate Federal Funding. Our Industry, our Economy
and our National Security are at stake. See: " State of Emergency". P1.
